The offer table tells a different story. Athens is the only one of the three where the resale seller is not the person setting the ceiling. A national builder with a 1.5% teaser rate is. If you understand who is actually pricing the market, you understand why buyers here still have room to negotiate that Madison and Huntsville buyers do not.

It is not the right answer if you need to close in three weeks on a specific school-zoned resale, because 146-day inventory means the specific house you want may not be listed the week you need to buy.
